Owner checklist
-
Confirm ISO 11784/11785 microchip compatibility (or a compatible reader will accompany the animal) Required
ISO 11784/11785 compatibility is NOT inferred from the chip number; confirm the chip is ISO-compatible, or that a compatible reader will accompany the animal.
-
Obtain a Singapore dog or cat licence (via PALS) Required
Owners must hold a Singapore dog OR cat licence (through the PALS portal) BEFORE applying for the import licence. Applies to both dogs and cats.
-
Apply for the AVS import licence Required
Apply online (S$50/100, ~90-day validity) before travel. Present it during airline check-in. Without it the pet is refused entry or quarantined.
-
Obtain a Customs In-Payment / GST permit before arrival Required
A Singapore Customs In-Payment (GST) permit must be obtained before the pet arrives. Mandatory part of the AVS import process.
-
Book a border-inspection appointment (≥5 days before arrival) Required
Book the AVS border inspection, generally at least 5 days before arrival. Arriving without an appointment risks an additional fee and delay.
-
Post-arrival quarantine is conditional Required
A Schedule II personal pet can AVOID post-arrival quarantine if it enters Singapore within 5 days of its owner AND has lived continuously with the owner at the same residential address for more than 6 months before import. Otherwise a minimum 10-day home quarantine applies (commercial-licence pets serve ≥10 days at the Animal Quarantine Centre). The waiver itself is authority-controlled and cannot be self-attested; confirm the quarantine arrangement.
-
Airline captain's declaration (Schedule I/II) Required
Schedule I and II animals need a signed airline captain's declaration. Confirm with the carrier before travel.
-
Parasite treatment 2–7 days before export Required
Internal + external parasite treatment administered 2 to 7 days before export, recorded on the health certificate. Owner/vet attestation of the window; the date is attested, not independently verified by Petra.
